The Honorable Marco Rubio
Secretary of State of the United States
U.S. Department of State
Washington, D.C.
Subject: Concerns Regarding Organized Crime Interference in Mexico’s Electoral Process and the Risks to U.S. Interests and Investments
Dear Secretary Rubio:
I am writing to express my deep concern regarding the institutional and security situation facing Mexico in the lead-up to the upcoming electoral process, as well as recent events surrounding the National Electoral Institute (INE) and its Presiding Councilor, Guadalupe Taddei Zavala.
As you are aware, Mexico’s democratic and institutional stability is a determining factor for regional security, hemispheric cohesion, and shared economic certainty. However, recent developments and controversies surrounding the leadership of the electoral body raise serious doubts about the impartiality, firmness, and independence required to shield elections from the interference of organized crime and drug trafficking.
There is an alarming and unsustainable pressure exerted by drug cartels on public life in Mexico. Their interference through intimidation, illicit campaign financing, and the coercion or imposition of candidates violates popular sovereignty, weakens the rule of law, and undermines shared democratic principles across the Americas. An electoral process coerced or influenced by organized crime not only undermines Mexican democracy but also poses a direct threat to the national security of the United States and the stability of the continent.
Furthermore, we consider it essential to highlight the severe economic implications of this scenario. The United States maintains a historic volume of investment and strategic commercial trade in Mexico, strengthened under the USMCA framework. The expansion of organized crime into public institutions and popular representation processes places these investments at high risk, distorts legal certainty, and weakens guarantees for business and industrial development.
For all these reasons, we respectfully call upon the United States government, under your leadership at the Department of State, to continue closely monitoring the institutional and democratic developments in Mexico, and to maintain a firm bilateral and interamerican dialogue aimed at strengthening the rule of law, electoral transparency, and the decisive fight against narco-infiltration in democratic institutions.
Thank you in advance for your attention to this grave matter. Please accept the assurances of my highest consideration.
Sincerely,
Yuri Serbolov
